You mention that the river is a popular place for passive recreation, and the tension between private gardens backing on to the water and public access. I have a similar problem with my project, in that recent developers have built new flats right at the river edge, leaving no space for public access. They have even in some cases fenced off these walkways so that only their residents can use the space. I have not yet figured out a way to reclaim this as public space...it may entail building extension walkways for public use. If you have any other suggestions please let me know. I am frustrated that the developers are given such free reign.
