The region of Służewiec, around Domaniewska street, is known as the biggest business district in Warsaw, outside of the city centre. During the Communist era in Poland it used to be an industrial district of the city. After 1989 all the old manufactures were closed and in their place new high-rise officess were planned. As the ground was relatively cheap, comparing to the city centre, a lot of big corporations decided to place their headquarterts there. It caused a sudden, uncontrolled urban growth of this area without well planned infrastructure. As a results Służewiec is a district dominated by offices with a lack of services and living spaces. Nowadays it became a place of work for over 100 000 people. Unfortunately the existing transportation system is not sufficient for such a big amount of people travelling to work everyday in the same time. In the closest area there is no undeground line and only one tram line, which is not enough. That is why people choose to use cars, which is causing endless traffic jams during the peak hours. Also the amount of parking spaces is not enough for all of the offices which is resulting with wild parking on the places, where it is not allowed. Thanks to all of this the district is known in Warsaw as the "Mordor" - like the evil land from Tolkien's books. There were several protest and demonstrations from people living nearby, who are sufferring a lot because of all of the cars going in front of their windows. Nonetheless more office buildings are planned in this area, even though the communicaton problem is not solved.

I choose this case as a good example of the conflict between the big investors, who have money to build anything anywhere, the goverment, who is allowing them to do this and the ordinary people, who have to suffer while using this space.

Reflection

What are the major challenges for changing the situation?

First of all the infrastructure problem should be solved. In planning further underground lines in Warsaw the situation of Służewiec should be taken into consideration. Also the tram line could be refurbrished and could operate more frequent. There was also a suggestion from people living nearby for extending the Woronicza Street which would partially a problem of traffic jams. Also some more parking spaces should be planned, especially for new buildings it should be more restricted.

Furthermore the domination of offices should be slowly lowered and the amount of mixed offices and services should be increased. It would help to create a balanced area, where people would like to live, and not only spend their working hours.


What could be a starting point for democractically-based change?

In the beginning the suggestions from the people should be implemented, as they were already demonstrating it. Maybe there could be organised some workshop for people working there to encourage them to also live there. Then some new housing area could be designed and built for them
