Climate change is a phenomenon that impacts under a socio-economic and biophysical point of view. Its effects need to be mitigated in order to live alleviate its’ impacts.
 
Planning needs a holistic approach, looking it from a Global scale down to a Local one. The challenges faced within EU are similar and cross cultural.
 
The European Environmental Agency is key in giving the directives to the EU countries in order to tackle climate change at a continental scale as it is an independent agency that doesn’t act politically, focused on research, development and guidance.
 
When planning there needs to be made a differentiation between time scale (short and long). Uncertainties can be address looking at socio-economic trends and identifying hot spots among the countries. This will allow for the creation of innovation solution that can be used as guidelines for same or similar situations with EU or even globally.
